To promote active involvement by Hispanics in neighborhoods, community organizations, and local government process in Roseville.

To assist the City of Roseville Police Department in order to help improve the Communications between the Roseville Hispanic Community and the Roseville Police Neighborhood Officers.

To assist the City of Roseville as a resource in regards to information tha may need to be translated into Spanish or that the Hispanic population needs to be aware of regarding essential city provided services.

To provide scholarships and mentoring programs to Hispanic youth that need role models and guidance toward their advancement of career and education. H.EA.AR. will have future leaders from diverse backgrounds involved in all levels of government and businesses.
