Concerned Latino residents, with assistance of the City of Roseville’s Neighborhood Policing and Services Unit established the Ethnic Empowerment Committee in 1998. It was the conclusion of the committee that the best way to improve the Spanish speking community would be to use existing neighborhood and community organizations. In March,2000, the committee renamed itself H.E.A.R. and became a non-profit organization.
